In a crucial test five years ago, Congress rejected sharply higher fuel-economy standards after the automobile industry marshaled an impressive array of opponents. They included manufacturers, dealers, suppliers, workers and customers.
As the industry sees it, a Senate committee's approval last week of a tough new fuel-economy bill signaled the need for those forces to come together again. The big question: Can they again derail the measure outright, or must they offer an alternative that guarantees comparable fuel savings and greenhouse gas reductions?
